So the remaining traffic had emissions 10% higher per vehicle than the
traffic removed. Smart!

Oddly enough that's the sort of thing that can happen with schemes like
these. We don't want big trucks driving through the city centre so
let's have lots of white vans instead.

Another thing that happens is that owners of Chelsea tractors can still
afford to pay the charges so they drive round town but the owners of
smaller cars can't afford to drive.
