UTL_TCP Package UTL_TCP allows communication with external TCP Services.   UTL_SMTP Package UTL_SMTP is designed for sending e-mail over Simple Mail Transfer Protocol (SMTP).   UTL_RAW Package The UTL_RAW package provides SQL functions for manipulating RAW datatypes.   UTL_HTTP Package UTL_HTTP allows you to write PL/SQL programs that communicate with Web (HTTP) servers.   UTL_FILE Package UTL_FILE package built into the oracle database allows PL/SQL programs to read and write to an operating system file.
